Inactivity fee — tiered by wallet size & duration
Wallet size is measured as a fraction of total supply. Larger wallets pay a lower rate. The fee is charged on the wallet's full balance (taken on top of the transfer), only the first time a sleeping wallet moves. Because of this, a sleeping wallet can't send 100% of its balance at once — it must leave room for the fee, and the dashboard shows the safe maximum. The total of trading tax + inactivity fee per transaction is hard-capped at 18% of balance. All of these rules are immutable constants in the contract.
